Test a network stream from address to media
Confirm whether VLC should receive an existing URL or publish a new local stream; these are different workflows.
For receiving, open Network Stream and paste the full scheme, host, port and path without placing credentials in screenshots or shared logs.
Test host reachability and the same URL on the local network before changing codec or caching settings.
If playback buffers, change network caching in small increments and record the original value; more caching also increases startup delay.
Save a working URL in a playlist only if storing that address is appropriate, and avoid embedding reusable passwords.
For serving, bind to the private network, choose the required mux and port, then test from one receiver before allowing another firewall scope.

Limits and recovery
- Do not expose an unauthenticated VLC stream or control interface to the public internet.
- RTSP negotiates a session; blocked related traffic can fail after the initial connection.
